If its downloaded and removed from the server (via POP accouht settings) its effectively “deleted” on the server and OWA can and will recover them. But if they dumped an entire mailbox with 1000+ emails. OWA will be tedious to recover them all, there is a registry hack you can use it to recover the entire folder’s deleted items with a few clicks.
There is typically a 2 week cut off date for deleted items… then is really gone.
